Mr. Taylor was born and raised in Tyler, TX.  He graduated from Robert E. Lee High School in 1975 and attended TCU, graduating with a degree in Economics and Urban Studies.  Mr. Taylor has his Master’s degree in Urban and Regional Planning from Virginia Tech and is certified through the American Institute of Certified Planners.  After beginning his career with the City of Galveston, he worked in the private sector as a land planner on projects nationally.  Then going back to the public sector he dedicated 19 years to the City of Arlington where he advanced to Chief Planner.  Prior to retiring from Arlington he excelled in every aspect of the Department including administration, zoning, platting, comprehensive and small area planning, and management.

After Arlington, Mr. Taylor turned his attention to the smaller community of Little Elm located on Lake Lewisville in the north Dallas area.  Little Elm was a small lake community and became one of the fastest growing communities in the state.  There as Community Development Director, he had the opportunity to lead the town through five of its most formative years as it prepared for historic changes in its evolution as a city.  During his time in Little Elm the population grew by 60% and the economic base multiplied. Throughout this growth the town was able to build on its image of a “town with a lake attitude” without losing its small-town character.

In 2011, John Taylor and his wife Donna moved back home to the Lake Palestine area and John began working for the City of Chandler in April 2011 as Assistant City Administrator and City Planner. John was instrumental in working with city officials to help Chandler prepare for pending growth and to help the city identify and work towards its future visions. In 2012, John accepted a position with the City of Midlothian as their Development Services Director. John oversaw Planning & Zoning, Building Inspections, and Parks & Recreation.

John returned to Chandler and accepted the position of City Administrator in 2013. He and Donna, a retired social worker, have adopted Chandler as their hometown and attend First United Methodist Church in Chandler. They have five children and five grandchildren.
